Temple Terrace: City Requests Bids For Its Redevelopment Plan

TEMPLE TERRACE - City to developers: Step on up.

The city of Temple Terrace has begun pitching its $150-million redevelopment project to the construction community. The goal is to refashion the southeast corner of N 56th Street and Bullard Parkway into a dynamic mixed-use community with businesses, public buildings and more than 1,000 homes.

Officials want interested developers to submit their qualifications for review. From that pool, the city will choose several firms to draw up competing proposals for the 35-plus-acre project.

The goal is to select a developer by mid-2005.

The document describes Temple Terrace, its mix of people and infrastructure, and the $20-million, taxpayer-funded effort to acquire properties within the project area. In return, the document asks detailed questions about the developers' past experience and financial health.

As of Tuesday, two developers - one based in Tampa, another from Spring Grove, Ill. - had paid the $100 fee to pick up an entire package with maps and surveys. About 20 more received an informational letter by e-mail telling them how to get involved.

They will be graded on a point system. A last-minute addition lets developers earn an extra 10 points for ideas on how to blend the Doral Oaks apartment complex into the project.

In recent months, project director Ralph Bosek said he spoke with at least eight developers interested in bidding for the work. The request for qualifications are due Jan. 20. The top candidates will be notified about a month later.

"I'm asking for a lot," Bosek said. "I want to know everything about our future partner. We've got one shot to do this right."
